Board of Directors Biographical Overview

Dean Lollar
Dean was born in Tennessee and graduated from Tennessee Tech with a Bachelor of Science degree. He enjoyed a 34-year career with the Boy Scouts of America, BSA, and served at locations in Tennessee, Texas, New Mexico, Washington and Illinois. Dean retired as the CEO for the BSA in Chicago, Illinois. Dean has experience in fund raising principles, foundation management/promotion, financial, personnel, and organization management. Dean has been involved with several civic organizations throughout his career. These include representing member agencies in United Way; serving as a liaison for youth service organizations to legislative bodies and state agencies in Texas and Washington. Since returning to New Mexico, Dean has been very active with a number of civic endeavors. He is the current Commander for American Legion Post 11and is a past president of the Carrizozo Rotary Club and Carrizozo Chamber of Commerce. Dean has also served as a board member of New Horizons, a home for the developmentally disabled, and serves on the Conquistador Council board for the Boy Scouts of America. Dean continues to serve as a board member of the Community Foundation of Lincoln County and served as the organization’s inaugural Chairman.

Scott Shafer
Scott is a 4th generation Lincoln County native. He has 35 years experience in banking and financial management in Lincoln County and New Mexico. Scott has a B.S and M.S. from New Mexico State University in Las Cruces and has graduated from the New Mexico School of Banking and Leadership New Mexico. He has spent his lifetime in the family ranching business covering both Lincoln and Socorro Counties. Scott has been active in community development with emphasis in Lincoln County projects for 30 years. In addition to being a founding member and board member of the Community Foundation of Lincoln County, Scott was an original board member establishing Leadership Lincoln. He is also a member of Trinity Methodist Church, Rotary Club and Masonic Lodge all in Carrizozo. Scott is a board member on the Carrizozo Health Center and Lincoln County Medical Center boards and is Chairman of the Lincoln County Medical Center Finance Committee as well as a member of the Presbyterian Healthcare Services Finance Committee. He is married and has three children.

John Farah
John is currently the Principal of SAGE Management Associates, a consulting agency that assists technology-based start-up and emerging businesses. John has co-managed two Venture Capital Funds for 16 years, and was a Partner of SAGE Management Partners. Prior to that, John served as the Corporate Finance Officer at the World Banking Division of Bank of America in Los Angeles, California. He holds graduate degrees in Urban Planning and an MBA, both from Columbia University in New York City. He also holds a degree in Architecture from the American University. John provides financial and investment evaluation expertise, and contributes to operation and direction of the Community Foundation of Lincoln County. He is married and has two children.

Gary Jackson, DO
Gary grew up in Pittsburg, Kansas and attended college at Pittsburg State University and the University of Kansas where he received two degrees, Political Science and Speech in Human Relations and Biology, prior to receiving his Doctorate degree. Gary served the United States Army Medical Corp from 1982 to 1990 where he was honorably discharged at the rank of Major. Gary has been a physician since 1978 and has worked in Kansas, Colorado and Texas before moving to Ruidoso, New Mexico. Gary currently is the Medical Director for Lincoln County Medical Center and is involved in the community. In addition to being a board member to the Community Foundation of Lincoln County, he is also a member of the Ruidoso Rotary Club and is a Paul Harris Fellow. Gary also is a past President for the Ruidoso Valley Chamber of Commerce as well as a Sr. Warden for the Episcopal Church of Lincoln County. Gary enjoys snow skiing, hiking and deep-sea fishing. He and wife, a fellow physician, have two daughters.

Joan Zagone
Joan and her husband, Joe, have been long-time Lincoln County residents. Both currently are real estate professionals and actively involved with several worthwhile organizations. Joan is a co-founder of Leadership Lincoln and currently is the curriculum chair. She also graduated from Leadership New Mexico in 1999. In addition to that, she is a member of the local, state and national associations of realtors and has been the past President of the Tourism Association of New Mexico and the New Mexico Chamber of Commerce Executives Association. In addition to the Community Foundation of Lincoln County, Joan serves on the City Bank New Mexico Board as well as the Ruidoso Board of Realtors. She has served as the Executive Director to the Ruidoso Valley Chamber of Commerce and has owned and operated a lodging establishment in Ruidoso’s Upper Canyon. Other interests of Joan’s include the arts, volunteering for her church, local healthcare, housing and youth activities. Joan has a marketing degree from the University of Houston.

Brad Treptow
Brad has been active within Lincoln County for more than 8 years. He has a journalism degree from New Mexico State University in Las Cruces, New Mexico. He has spent more than a dozen years working in newspapers, primarily in New Mexico, prior to being the Executive Director for the Ruidoso Valley Chamber of Commerce. He is currently the Public Relations Manager at Lincoln County Medical Center. He is the past President of the Ruidoso Rotary Club, where he is a Paul Harris Fellow, and Leadership Lincoln. Brad is an Advisory Director for Eastern New Mexico University Ruidoso Branch Community College. He has coached little league and has been involved in promoting recycling awareness throughout Lincoln County. He is married and he and his wife, a teacher for Ruidoso Municipal Schools, have two boys.

Betty Ann Bond Bell
Betty Ann is a native New Mexican. She grew up on a ranch in central New Mexico and graduated from Corona Public Schools and New Mexico State University. She taught elementary education for 26 years throughout New Mexico. Betty Ann is active in beef promotion through the New Mexico Cowbelles and is a past state officer of the New Mexico Chapter of the International Reading Association. She is currently the President of the Village of Corona Public Library board, Vice President of the Corona Health Clinic Advisory Board and is a member of the Carrizozo Health Clinic Advisory Board. She likes to read, bike, canoe and hike. She and her husband, Mack have two children and five grandchildren.

James H. Bozarth
James H. Bozarth is a partner of the Roswell law office of Hinkle, Hensley, Shanor & Martin, which also has a Ruidoso office that he staffs on a part time basis. Jim is licensed to practice law in Colorado, New Mexico and Texas. He has practiced law since 1970 and has practiced in Roswell since 1974. Jim graduated of Lamar State University in 1967 and received a J.D. degree from the University of Texas School of Law in 1970. Jim received his Masters of Law degree in Taxation from Georgetown University in Washington, D.C. in 1974. From 1970 to 1974, Jim was an attorney with the Tax Division of the U. S. Department of Justice in Washington, D.C. He is a director of the Business Law Section, is past chair and director of the Taxation Section and is a member of the Taxation Law Specialty Committee of the State Bar of New Mexico.  His practice primarily involves taxation, corporate and partnership law, estate planning and probate law. In 1975, Jim helped organize and served six years as a member of the Board of Directors of Assurance Home, Inc., a home for abused and neglected children, leaving to help organize the Assurance Home Foundation, Inc. where he currently serves as a member of its Board of Directors. Jim has served the Roswell Planning and Zoning Commission for eight years and is a past Chairman. He helped organize and is a past Director of Mainstreet Roswell, Inc.  Jim was elected to the Board of Directors of the Community Foundation of Lincoln County in 2006.

Lori Gibson
Lori Gibson is a native Lincoln County resident and graduated from Carrizozo High School. She attended New Mexico State University where she obtained a degree in Special Education and Regular Education. She taught Special Education Behavior Disorder Students at Truth or Consequences Elementary in T or C, NM and at Desert Hills Elementary in Las Cruces, New Mexico. Lori left the education field and attended Oklahoma City University School of Law and graduated with a Juris Doctorate in 2004. She was then admitted to practice in the State of New Mexico and obtained a job prosecuting Domestic Violence for the 12th Judicial District Attorney’s Office for Lincoln and Otero Counties. After two years of prosecuting she decided to leave for the private sector and open her own firm in Ruidoso, New Mexico. She then joined forces with another local attorney JulieAnne Leonard and they merged into Gibson & Leonard, PC. They have offices in Ruidoso, Carrizozo and Alamogordo. Lori is active in the community by sitting on the Ruidoso Rotary Club, Help End Abuse for Life, Inc., HEAL, and the Community Foundation of Lincoln County Boards and is active in the Nogal Presbyterian Church.

Phillis Barnett
Phillis is the co-owner, along with her husband Truman, of The Title Company, Inc. in Ruidoso. Professionally, Phillis is a member of the Ruidoso Valley Chamber Of Commerce, the New Mexico Land Title Association and the American Land Title Association. Phillis is incredibly active in and around Ruidoso. Phillis has exhibited her leadership as President for the Ruidoso Valley Chamber of Commerce, Ruidoso Rotary Club, and has chaired or vice-chaired Leadership Lincoln, Ruidoso Art Festival, the Ruidoso Extra Territorial Planning & Zoning Commission. She is a 2003 graduate of Leadership New Mexico and was a founding member of Leadership Lincoln. The Ruidoso Valley Chamber of Commerce acknowledged her commitment to this community by recognizing Phillis with the 2002 Citizen/Volunteer of the Year award. She is still actively involved in several organizations including the Community Foundation of Lincoln County and the Lincoln County Medical Center public relations committee.
